Mr. Cogley recently retired as Senior VP – Commercial Valuation Manager at Banc of America Leasing (BAL), where he oversaw equipment valuation and residual setting for finance and leasing transactions. Before BAL, he founded Capital Asset Services of Connecticut (CASCONN), specializing in appraisal, inspection, and consulting for the financial sector, and previously spent 29 years in senior roles at GE and GE Capital.
An active American Society of Appraisers (ASA) member, Mr. Cogley teaches, develops courses, and serves on the Board of Governors. He chairs the ASA International Education Committee and serves on the MTS Discipline Committee. He has held various ASA leadership roles and received the 2020 Jerry F. Larkins Volunteer Service Award.Charlie is the president and owner of CD Valuation Services, Inc., founded in 1994. He began his career as a marine diesel mechanic in the early '80s before transitioning to machinery and equipment appraisal in 1987 with Keystone Appraisal Co.
An ASA member for over 30 years, Charlie is an Accredited Senior Appraiser in MTS and ARM disciplines, a Certified Senior Appraiser with EANA, and an AQB Certified USPAP Instructor. He teaches USPAP and ASA courses, and has presented seminars on appraisal best practices.
Charlie has served on the ASA Machinery & Technical Specialties Committee, as MTS Discipline Governor, and as President of the Philadelphia ASA chapter. He currently serves on ASA's Educational Foundation, the Board of Examiners, and as co-editor of the ARM e-journal.Mark Polis serves as Asset Manager, overseeing residual setting, value forecasting, portfolio reporting, and end-of-lease negotiations for both program and non-program transactions. He is also responsible for sourcing, ordering, and reviewing external inspections and appraisals.
Mark’s has worked in this space for over 30 years. He was the Senior Director of Asset Management for Capital One Equipment Finance, the Director of Asset Management for TD Equipment Finance, Inc. Vice President, American Equipment Leasing and the AVP Asset Manager for Copelco Capital. Mark holds an Associate Degree in Science in Business Administration from Rowan College at Gloucester Country and an Associate Degree in Specialized Technology, Electronic Engineering Technology from Pennco Technical Institute.
